Found the problem here Once I disabled this all is well. Maybe this will help somebody one day. Ok wow I found the issue the CD drive for whatever reason was causing the issues, so I removed the cd drive and it allowed Bitlocker to start. It's likely not the chip malfunctioning if you got that error on half your computers. Reimaging the system from a normal Windows 10 USB fixed the repeated issues. You might have a similar problem something corrupt with the image that Dell used on the system from the factory.
Generally the biggest issues that I have had with bitlocker is that it will tend to break when doing a feature update. Once this happens the system is pretty much sunk. All the recovery key will let you do is backup your data before you reinstall Windows via USB and set it all back up again. I don't know what caused it to work but I removed and readded my account to windows, uninstalled Office, tried again when I got the error on teams and logged in and all of a sudden it worked. Users in the source domain use Outlook with the UPN from their user in the target domain. Migration tool runs which adds SIDhistory and changes the owner of the workstation profile to the user in the target domain. When the user logs back in with his Ad account from the target domain, his profile is all good other than Outlook. If the user starts outlook, it asks to do new setup, even though his email account is still there, eventually it gives and error that the ost cannot be accessed, then "something went wrong error".
Recreating user profiles is not an option. The error message "Something went wrong" along with the error code 0x appears when Windows is unable to set up a PIN for your device. This is usually due to the corruption of the Ngc folder which is located in the system volume.

Similar error page but with different code comes up, TPM has malfunctioned, error Not sure if relevant but after changing the owner of the ncg folder, now the only permission is the owner user, there were some other permissions before like admins and system but they are gone now.

When we open Outlook, it asks for the password and it has the usual message that it will apply to other apps etc. I click Yes and then it asks for the password again. That's unusual behavior. Then it comes up with a "Something went wrong" message. I've looked this up on the Microsoft forum and there are plenty of others that have this same problem.
The TPM error will only occur once. I'm sure that if I create a new profile, that would "fix" it for me but that's not a fix. That's just another band-aid that takes a lot of time and it's not a real solution.
Have you ever had this problem and do you know of a solution that works other than creating a new profile as like I said, that will probably fix it--but I have to do this on 15 more computers and I'm not too excited about that. Thanks in advance for your suggestion!

If you add another account to their profile, will same error occur? As here we mainly focus on issues regarding Office desktop client, I'm not so familiar with Trusted Platform Module. We can try opening Outlook in safe mode and then check if accounts can be added correctly.

I just uninstalled the "Trusted Platform Module 2. After reboot, that error was gone and outlook working as normal. It seems like the Trusted Platform Module driver was corrupt.
